La data de 11 iunie 2021, Consiliul guvernatorilor a decis că o funcționalitate de decontare intervalutară în serviciul TARGET de decontare a plăților instant (TIPS) este în conformitate cu obiectivele strategice ale Eurosistemului. În urma acestei decizii, Orientarea (UE) 2022/912 a Băncii Centrale Europene (BCE/2022/8) (denumită în continuare Orientarea TARGET) a fost modificată prin Orientarea (UE) 2026/1473 a Băncii Centrale Europene (BCE/2026/11) în sensul că TIPS va permite, începând cu 14 noiembrie 2026, trimiterea și primirea plăților de către sau către participanții la TIPS care aderă la schema de transfer credit instant One-Leg Out (OCT Inst) a Consiliului European al Plăților [SEPA One-Leg Out Instant Credit Transfer (OCT Inst) Scheme].

Modificările aduse Orientării TARGET au introdus și o facilitate în TARGET pentru a permite participanților să își gestioneze mai bine lichiditatea pentru a face posibile transferuri automate de lichiditate între conturile principale de fonduri (main cash account) (MCA) ale unui participant și conturile de fonduri dedicate aferente TIPS (TIPS DCA) ale acestuia, după ce a fost încălcată o limită inferioară sau superioară stabilită de participant.

Alte modificări aduse Orientării TARGET afectează termenii și condițiile TARGET-ECB, inclusiv modificarea comisioanelor pentru titularii de conturi de fonduri dedicate cu decontare pe bază brută în timp real, și, prin urmare, ar trebui să se reflecte în Decizia (UE) 2022/911 a Băncii Centrale Europene (BCE/2022/22).
